摘要

Ever since Stalin first unveiled an in-sanely ambitious one in 1928, five-year plans have been a staple of communist governments. But China, though still officially enamoured of Stalin, is in practice edging away from this legacy. To signal their embrace of the market, its leaders have just approved a five-year "programme" rather than, as in the past, a plan. The document is intended to mark a shift to a more sustainable growth model. Though perhaps not of Stalinist proportions, this is still an ambitious goal.
