A few years ago, a Swiss diplomat com-plained that his was "the only country larger than a Pacific atoll" not to be a member of the United Nations. He would now have to remove the qualification. The last eligible atoll, Tuvalu, joined the un in 2000. The only other notable state still standing alone in Europe is the Vatican, albeit in the belief that it has a stronger ally than the earth-bound family of nations.
