Physically as well as philosophically, Germany's Elmar Brok is a scaled-down version of his mentor, Helmut Kohl. During Mr Kohl's long tenure as chancellor, Mr Brok, a veteran member of the European Parliament, was regarded as his man in Brussels. Like Mr Kohl, the cigar-waving Mr Brok specialises in bluffbonhomie; and like his mentor he has a vision of Europe that is as ample as his waist-band.
