The brief arrest on April 16th of Victor Se-lormey, a finance minister in the Ghanaian government that was defeated in December's election, was not unexpected. Most incoming governments are swift to blame their predecessors for all ills. Indeed, in opposition, John Kufuor had persistently criticised government corruption. And when he took over in January, he found the books, and the economy, in a horrible mess.
