Like any new boss, Horst Kohler, who is coming to the end of his first year as managing director of the International Monetary Fund, wants to make his mark. From the outset, Mr Koehler wanted to bring more focus to what the imf does, and to set clear priorities. His approach can be summed up as less means more: smaller rescue packages for countries needing imf help, and fewer, but more effectively applied, conditions for those packages. He wanted the Fund to be better both at crisis management and at crisis prevention.
