It is an odd sort of peace initiative that begins with the cancellation of a truce. Yet India's decision on May 23rd to end its six-month unilateral ceasefire against the militants fighting its rule in Kashmir while inviting Pakistan's military ruler for talks could be the best news the region has had in a while. Talks between India's government and the Kashmiri separatists had been going nowhere, partly because Pakistan did not want them to. Enlisting Pakistan to seek peace was the only other option. For the first time since declaring themselves to be nuclear powers, India and Pakistan may be about to discuss their differences seriously.
