Next week, Congress reconvenes after the Labour day holiday. September will be dominated by the budget for the next fiscal year, which begins on October 1st. For George Bush, this involves two awkwardnesses. First, Congress, including the newly Democratic Senate, controls the timing of the various spending bills. And second, the whole numbers business has become rather tricky for Mr Bush now that he stands accused of having wasted Bill Clinton's budget surplus on his tax cut. The Congressional Budget Office says that the current year's budget will be balanced only after fiching $9 billion from the "untouchable" Social Security trust fund.
