They will not look especially potent, bobbing alongside the assembled might of the United States' navy. But the destroyer, supply boat and two escort ships that Japan's defence agency is itching to dispatch to the Indian Ocean are already making big waves at home. For the first time since the second world war, Japanese forces could end up serving in a war zone. New laws will be needed, and perhaps a new interpretation of Japan's constitution, which renounces war.
