The rural administration of Liangtou-yuan, a cluster of villages in the rugged hills of Shaanxi province in north-western China, is crippled with debt. It cannot pay the teachers who work in its dilapidated schools. Even government employees must pay their own medical bills. The nearest market for farm produce is 15km (nine miles) away-involving a journey too arduous for most villagers to attempt. Instead, they grow just enough to feed themselves. Building a proper road is beyond the local government's dreams.
