History is something South and North Korea have been making a little bit of each day since their respective leaders, Kim Dae Jung and Kim Jong Il, shook hands across a 50-year gulf of hostility at their summit meeting in June. Cabinet ministers hobnob at international gatherings. Athletes march behind a single flag at the Sydney Olympics. But even in such historic times, pleasantries are not enough. Which is why South Korea was disappointed that this week's defence ministers' meeting produced only an agreement to meet again in November.
