In the old days, when a lot of measurements were taken from needles on scales, and fluctuations were obvious, it was easier to understand that instrumentation was made of the same terrestrial matter as the devices under test. However, it is not unusual to find a high school graduate unfamiliar with uncertainties, and unaware that the number coming off his digital machine is not perfect. Instrumentation usually comes with manufacturers' tolerances, applicable when it is calibrated, and used according to specifications in certain conditions of temperature and pressure or other variables only accessible to those who search out the fine print.
