摘要

Representatives from economy, politics, and science propose a change of the paradigm for industrial developments for the next decade. Under the term "Industry 4.0" they predict new industrial processes and business cases based on cyber-physical systems and the Internet of things. These developments understood as steps of industrial revolutions are offering chances and are having impacts for cyber-physical transport systems. They ask for new structures for the cooperation between transport organisations und transport users to be able to establish a transport culture aiming at a sustainable balance between demand for mobility and available transport capacities: "Mobility Governance". Cyber-physical transport systems will at the same time be innovators for the objectives of an "Industry 4.0". For the design of future transport systems and for the provision of the required quality of mobility actions are required in addition to their financing on two levels. First on the level of the techniques and management of the transport infrastructure system and second on the institutional level for their administrative structures. Under the objective to establish "mobility as a service" governance structures appear to be the appropriate approach in fostering the cooperation between politics, economy, and civil society.%Vertreter aus Wirtschaft, Politik und Wissenschaft zeigen neue Entwicklungen auf, wonach in der Industrie ein Paradigmenwechsel stattfinden wird, welcher in der nächsten Dekade auf der Basis Cyber-Physischer Systeme und des Internets der Dinge neue Industrieprozesse und Geschäftsmodelle entstehen lässt, die unter dem Begriff „Industrie 4.0" subsummiert werden. Diese Entwicklungen, als Stufen industrieller Revolutionen, bieten Chancen und haben Wirkungen auch für Cyber-Physische-VerkehTssysteme und fordern von Politik, Verwaltung Verkehrsorganisationen und Verkehrsteilnehmern eine neue Struktur des Zusammenwirkens für eine Mobilitätskultur im Sinne einer nachhaltig dynamischen Balance zwischen Mobilitätsnachfrage und verfügbarer Kapazität - „Mobility Governance (MG)". Im Gegenzug sind Cyber-Physische Verkehrssysteme auch Wegbereiter für die Ziele einer „Industrie 4.0". Der Handlungsbedarf zur Gestaltung künftiger Verkehrssysteme und der Bereitstellung der geforderten Mobilitätsqualität wird neben deren Finanzierung auf zwei weiteren Ebenen gesehen. Zum einen auf der Ebene der technischen Organisation des Verkehrssystems und zum anderen auf der institutionellen Ebene der Verwaltungsstrukturen. Governance-Strukturen, die die Kooperation zwischen Politik, Wirtschaft und Zivilgesellschaft fördern, scheinen hier ein geeigneter Weg zu sein, mit dem Ziel „Mobilität als Service" zu etablieren.
