The basic premise for Public Key Infrastructure has always been to create a security infrastructure for a global economy. Its goals are relatively simple—create an infrastructure that allows organizations to issue electronic passports and use electronic passports issued by other organizations—while at the same time providing the key management framework for encryption and the tools to utilize the digital equivalent of a written signature.
