Little more than a year ago, Nasa Tsai wasn't so eager to have people visit the Shanghai site where China's second foundry is being built. His dream of starting a chip maker in China was literally bogged down-in the mud that had accompanied Shanghai's worst rains in a decade-and behind schedule. Although the chip industry veteran smiled as he reassured visitors that things would be OK, his eyes weren't smiling. But things move fast in China. Grace Semiconductor ManufacturingCo. (GSMC), where Tsai is a senior executive, expects to start spinning wafers this spring, and plans are already in the works for expansion. These days, when Tsai smiles, you can see dollar signs in his eyes.
