Zur Erklärung von Preisunterschieden verwenden die Verfasser Kostenunterschiede zwischen den Stromversorgungssystemen in Frankreich und Deutschland (West und Ost). Unterschiede in den ausgewiesenen Kosten ergeben sich einerseits aus strukturellen Unterschieden der Systeme, andrerseits aber auch aufgrund der Anwendung unterschiedlicher Bewertungsprinzipien. Strukturelle Unterschiede im Kraftwerks- und Netzbereich bestehen in den spezifischen Investitionskosten vergleichbarer Anlagekomponenten sowie in der Altersstruktur und damit dem Abschreibungsgrad der Komponenten. Im Kraftwerksbereich ist zudem eine grundverschiedene Technologiestruktur mit Dominanz der Kernenergie in Frankreich und relativ durchmischter Erzeugungsstruktur in (West-) Deutschland zu berücksichtigen. Weitere Kostenunterschiede sind auf die Organisation und das Finanzierungssystem für die Entsorgung bei der Kernenergie zurückzuführen. Ebenfalls berücksichtigte Kostenarten betreffen die Personalkosten sowie die Konzessionsabgaben bzw. Gemeindesteuern.%The study uses cost differentials in the electricity supply systems to explain the electricity price differential between France and Germany (West and East). Differences in the cost calculated can be traced back to structural differences between the supply systems and to the application of different cost accounting principles. Structural differences in the networks and plant park relate to differences in specific investment cost and to differences in the age structure and subsequently the degree to which assets have been written down. In addition the generation systems exhibit fundamentally different technology structures with a dominance of nuclear generation in France and a balance between generation technologies in (West) Germany. Further cost differences can be attributed to the organisation and financing of the nuclear back end. Additional cost differences can be explained through labour cost, concession fees and municipal taxes.
