On 10 March 1995 the Association of German electricity supply companies (VDEW) together with the German energy-intensive industry submitted to the Federal Government a worldwide unprecedented initiative for the protection of the climate containing resilient data on the occasion of the First Conference of the Parties to the UN Framework Convention on Climate Change (FCCS). According to it German trade and industry are prepared on a voluntary basis to »undertake special efforts to reduce their specific CO_2 emissions and/or their specific energy consumption by up to 20% prior to the year 2005 (basis 1987)«. When making this promise, trade and commerce assumed that the Federal Government will not impose any relevant rulings under regulatory law nor take fiscal measures for the protection of the climate.
