The Central and Eastern Europe (CEE) region has experienced angradual move towards mobile data services helped by the increasingnprevalence of affordable smartphone devices as well as a spate of 4G spectrum auctions. The European Commission (EC) has playedna role in this, setting a deadline of January 1 2013 for countriesnto issue 800MHz 'digital dividend' spectrum licences for the usenof 4G services. In CEE, Croatia and Estonia have complied withnthis ruling while others are due to follow by the end of 2013. Barringnany exceptional circumstances, this will include Lithuania,nHungary, Czech Republic and Slovakia. In 2014, Romania, Polandnand Slovenia are due to follow their regional neighbours. Whilenthis release of extra spectrum will increase capacity and speedsnfor operators in these countries, it is not a quick fix for operatorsnin the region. Operators are experiencing declining growth inntraditional voice services and the release of more spectra createsnfurther costs and investment in order meet demand for data andncontent services. We note that there is potential for more advancednmobile content such as video-on-demand and music streaming platformsnto take off but caution that the region is a long way off fromnnon-voice overtaking traditional revenue streams.
