At the Earth Summit in Rio de Janeiro, Brazil during June 1992, the United States and over 150 other nations signed the United Nations Framework Convention on Climate Change, establishing the objective of: "stabilizing greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system." On Earth Day in April 1993, US President Bill Clinton committed the US to honor the greenhouse gas (GHG) emission reduction goal of the Rio Climate Treaty -- "reducing our emissions of greenhouse gases to their 1990 levels by the year 2000." The President went on to say that he was instructing his Administration to produce a cost-effective plan. He said his announcement was a "clarion call, not for more bureaucracy or regulation or unnecessary costs, but instead, for American ingenuity and creativity, to produce the best and most energy efficient technologies." The President's Climate Change Action Plan was announced in October 1993. Its goal is to reduce GHG emissions to 1990 levels by 2000, in large part by fostering partnerships between the government and the private sector using voluntary programs to reduce GHG emissions, including the Climate Challenge, Climate Wise, Green Lights, Green Motors, etc.
