摘要

A special issue of Energy Policy on fuel poverty is unusually welcome at a time when the problem is manifestly worsening as fuel prices have risen. Christine Liddell has done a major and highly effective job in bringing together such a rich collection of insights - and questions - on the subject. In the justifiable political concern for climate change mitigation and the (somewhat hyped, but non-trivial) concern about energy insecurity, there is a danger that the fuel poverty agenda is overlooked in both public debate and policy deliberation. This extensive collection of well-focussed papers will play a part in the effort to avoid marginalising the fuel poverty issue. Especially welcome in this collection is the inclusion of papers from France, Austria, Hungary, New Zealand as well as Europe more widely. For some years it appeared that the UK alone suffered from the problem, but - as it now turns out - this seems to have reflected different academic and political concerns in other countries, rather than the absence of the problem elsewhere.
