The answer to the question is a PERM. I don't mean a project run by Kevin Keegan in his hey-day, but a Project Engineering Requirements Manager (PERM). The traditional school of thought is that a requirements engineer is a very different beast to a project manager. The former gathers, documents and manages requirements. The latter ensures these requirements are met. However, recent research suggests these disciplines should not be so distant: Praxis Critical Systems surveyed engineers from the railway maintenance, air traffic control and defence industries for the most serious problems in requirements engineering. The top three problems were identified as: the customer keeps changing their mind and priorities; project management and requirements processes are not integrated; and new sources of requirements appear late in the project.
