The Trump administration's plan to boost biofuel blending targets under the renewable fuel standard (RFS) to compensate for small refiner RFS waivers is prompting tough questions about the future of the program, because the hike appears to be a long-term commitment that will constrain RFS policy changes under consideration. In an Oct. 4 announcement, EPA said it will take comment on a proposal to increase biofuel blending volumes to offset volumes lost to small refiner exemptions (SREs). The goal is "to ensure that more than 15 billion gallons of conventional ethanol be blended into the nation's fuel supply beginning in 2020, and that the volume obligation for biomass-based diesel is met." While there is no explicit volume for conventional, corn-based ethanol under the RFS, the Clean Air Act "implies" a statutory level of 15 billion gallons.
