EPA Stalls In Initial Push To Curb Impact Of Global Plastic Waste Limits

The United States in recent low-level talks within the Organization for Economic Cooperation and Development (OECD) stalled in its attempt to gain support for a proposal that would effectively block limits that the group of the world's wealthiest countries is considering on trade in plastic recyclables, says a source familiar with the talks. At the same time, during the talks, the U.S. government backed off to a degree from trying to expand existing free trade in plastic recyclables to also include plastics containing hazardous substances, the source says. The U.S. government is following through on EPA Administrator Andrew Wheeler's objection filed in July to the OECD, seeking to prevent it from adopting recently approved amendments to the Basel Convention limiting trade in plastic waste into the OECD's current waste policies. The OECD represents the world's 36 wealthiest countries. The U.S. objection "suspends" the OECD from automatically adopting the Basel plastic waste listings into its Council Decision — which is a multilateral agreement governing the import and export of hazardous and other wastes shipped for recovery, according to EPA.
