The Justice Department's (DOJ) full-throated legal defense of EPA's greenhouse gas standards for heavy truck trailers is sparking new questions about whether Trump administration efforts targeting Obama-era truck emissions rules are largely over, given controversial deregulatory plans that appear stalled or dead. Whether that status quo persists into a possible second term for President Donald Trump is unclear, but EPA later this year is expected to begin one of its only pro-regulatory efforts, proposing to strengthen criteria pollutant standards for heavy trucks. More than three years into the Trump administration, EPA and other agencies continue to pursue major deregulatory measures for other sectors, such as power plants, oil and gas drilling, energy infrastructure and vehicles. But efforts launched early in the administration to ease or scuttle Obama-era standards for trucks — in particular GHG standards for trailers and production limits for so-called glider kits — are in doubt.
