EPA Administrator Andrew Wheeler is continuing to lay out his deregulatory agenda should President Donald Trump win a second term, vowing to rework each program office's approach to cost-benefit analysis by 2022 and to science transparency by 2023, along with shorter-term goals for water, air, waste and other policies. Wheeler detailed his plans for the coming years during a July 29 interview with the conservative Heritage Foundation and in a July 28 opinion piece for Newsweek, as well as touting what he said are the economic and environmental benefits of the Trump administration's deregulatory agenda as the November election approaches. And he predicted that the science and cost-benefit rules will transform EPA's operations for decades to come -echoing arguments by the administration's opponents that they are an attempt to "handcuff any efforts by future Democratic presidents to enact strict new environmental rules. "We're not slowing down. This is a chance to change the way EPA works in the future, and for the better," he said during the Heritage event. As first proposed in 2018, the science rule would require regulatory decisions to incorporate only studies and models whose underlying information is publicly available. But the agency recently released a supplemental proposal floating a range of options that would allow consideration of studies that offer "tiered" access to underlying data, that rely on confidential and proprietary information, or "that cannot be sufficiently de-identified to protect" their subjects.
