The Government Accountability Office (GAO) is offering a series of recommendations for how Congress and EPA could improve the agency's renewable fuels standard (RFS) after finding in a pair of reports that the program is not meeting statutory goals for blending low-carbon cellulosic biofuels nor reducing greenhouse gas (GHG) emissions.
