EPA is facing criticism of its proposed rule defining the scope of the Clean Water Act (CWA) even from "friendly" stakeholder groups that previously called for a rulemaking to clarify the water law's jurisdiction, underscoring the hostile reception the agency's proposal has received from regulated entities. Agriculture groups and state and local regulators are increasingly arguing that if the administration finalizes the rule as proposed it would further confuse the already-uncertain landscape of CWA jurisdiction, even when, unlike many industry opponents, they agree with the rule's goals.
