The White House has few options to replace outgoing EPA Deputy Administrator Bob Perciasepe after he departs the agency in August and seems likely to promote his replacement from within, with sources pointing to toxics chief Jim Jones emerging as a top candidate. But the Senate's inability to confirm nominees means EPA could be forced to rely on an acting second-in-command for the remainder of President Obama's presidency. EPA announced July 17 that Perciasepe - who served as acting administrator in 2013 after Lisa Jackson left the agency and who has played a key role in defending controversial agency policies - will depart the agency to lead the nonprofit Center for Climate and Energy Solutions beginning Aug. 11, adding to the list of vacancies in top EPA jobs that already includes the water, air, tribal, and research and development program directors.
