Federal Energy Regulatory Commission (FERC) commissioners are citing several potential barriers to implementing EPA's greenhouse gas (GHG) rules for existing power plants, including a new environmental driver for dispatching generation, a possible natural gas pipeline capacity crunch to cope with the new dispatch demands and uncertain design of state compliance plans. But at a July 29 House hearing to receive the commissioners views on EPA's proposed existing source performance standards (ESPS), the officials suggested those barriers are not insurmountable for regulators and generally called for the agency to at least consider the addition of some kind of safety valve to address potential reliability concerns -though they stopped short of agreeing to specifics on the issue.
