House appropriators are scrutinizing the effectiveness of the Department of Energy's (DOE) reform plans to fix poor oversight of major environmental cleanup and other projects that have seen massive cost and schedule overruns, with one lawmaker saying DOE may struggle to win funding for such projects unless it can show improvements. During a March 28 House Appropriations Committee Energy & Water Development Subcommittee hearing, department officials said that the reforms are now in place and progress is being made, pointing to recent reviews by the Government Accountability Office (GAO) that reflect increasing improvements. But the DOE officials also cautioned against comparing newly projected cost figures against the original - and now inaccurate - estimates.
