EPA has extended from April 11 to May 13 the comment deadline on its contested proposal to force 36 states to scrap Clean Air Act compliance exemptions for emissions during startup, shutdown and malfunction (SSM) periods, after industry groups sought more time to analyze and weigh in on what they say is a complicated rule. EPA officially announced the extension in the April 8 Federal Register, saying the agency had received numerous request for extension of the comment period, with one request that the comment period not be extended by an additional 60 to 90 days. "[I]n response to those requests the EPA is extending the comment period by an additional 30 days," the notice says.
