EPA's fiscal year 2014 budget proposal aims to boost agency funding to $8.15 billion - $250 million over its current funding level after accounting for cuts implemented by sequestration and the FY13 continuing resolution (CR), with EPA proposing to fond the increase to core program spending through large cuts to its water state revolving funds (SRF) and Superfund accounts. "This is a very tough budget time. We have to make some hard choices," Michael Shapiro, EPA's deputy administrator in the Office of Water, said during an April 10 press call on the agency's budget request.
