A federal appeals court has issued a potentially precedent-setting ruling upholding EPA's authority to reject state-crafted determinations on the "best" technology to limit pollutants that contribute to haze, saying the agency was justified when it rejected an Oklahoma plan for cutting haze-forming sulfur dioxide (SO2) emissions at four coal-fired power plants because of flaws it found with the state's cost estimates.
