Water utility officials are questioning the Obama administration's plan to make projects that address climate change eligible for loans under EPA's drinking water state revolving loan fund (SRF) program, saying the program's current priorities could make it difficult to award loans to projects to address the effects of climate change without a statutory change. "There are a lot of helpful pieces" in the administration's climate action plan, one drinking water industry source says, "but we are limited by the fact that any comprehensive policy would need a force of law."
