EPA's greenhouse gas (GHG) rule for new power plants, which the agency is slated to repropose this week, will adopt slightly weaker limits for coal-fired units than what the agency proposed for all new plants in 2012, according to a source familiar with an early copy of the document, though the standard will still require the plants to install carbon capture and sequestration (CCS) controls that industry says is costly and untested. The source says the early version of the reproposed new source performance standard (NSPS) for new power plants subjects large gas-fired units to the 1,000 pounds per megawatt hour (lbs/MWh) standard that EPA proposed for all units in its 2012 proposal while easing the limit to 1,100 lbs/MWh for coal plants. While those limits are generally consistent with reports from a number of sources, Inside EPA was not able to verify them, and they may have been revised during the White House Office of Management & Budget (OMB) review process.
