EPA says it expects its delayed rule regulating stormwater runoff after construction is complete will bolster its efforts to advance "green" infrastructure techniques for controlling runoff, signaling the agency plans to complete the rule even though talks with environmentalists over a new deadline for the rule have failed. "The revisions being considered for the national stormwater program will likely include performance standards for new development and redevelopment projects based on the retention of stormwater runoff, which would facilitate the use of green infrastructure," EPA says in its "Green Infrastructure Strategic Agenda," which it released Oct. 21.
