EPA Launches New Program To Prioritize Chemicals For Study, Regulation

EPA's toxics office is launching its new program to prioritize existing industrial chemicals - those that have been in use since the Toxic Substances Control Act (TSCA) took effect in 1977 - for risk assessment and possible regulatory action, but the first seven chemicals selected for analysis include two that were recently assessed by the research office. In a series of papers released March 1, EPA's Office of Pollution Prevention and Toxics (OPPT) finalized the prioritization system it is using to order chemicals for assessment - a process the agency first disclosed last fall to some concern from stakeholders. As first reported by Inside EPA, OPPT began to develop the prioritization system after it became clear that earlier plans to more vigorously pursue existing chemicals under TSCA felt short of expectations. An agency source explained last summer that the chemical action plans the agency was developing to deal with industrial chemicals did not provide sufficient information to form the basis for long-sought rule-makings.
