State and product stewardship advocates are calling on EPA to expand its municipal solid waste (MSW) characterization report to include waste streams such as construction and demolition (C&D) and industrial non-hazardous waste, in contrast with industry groups who are raising concerns about possible increased reporting and regulatory burdens. In recent comments on the scope and efficacy of EPA's biennial "Municipal Solid Waste in the United States" report, states argue that expanded reporting would aid EPA in developing as clear a picture of the nation's waste streams as possible. EPA announced in August that it will use the comments from stakeholders to develop "new measurement definitions and protocols for measurement of these materials" and possibly address C&D and non-hazardous industrial materials in future reports.
