In the future, U.S. environmental and consumer protection regulators should focus on the health and environmental risks of chemicals in products, rather than using existing materials-focused authorities like the Toxic Substances Control Act (TSCA) or the European Union's Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), according to a new report considering federal oversight of the next generation of nanomaterials.rnJ. Clarence Davies proposes creating a new Department of Environmental & Consumer Protection in Oversight of Next Generation Nanotechnology, a report released April 28 by the Project on Emerging Nanotechnologies. The paper concludes that emerging technologies "do not and will not fit into the compartments delineated by current legislation."
