EPA water officials are working to finalize a number of key policies before the end of the Bush administration,including a controversial wetlands jurisdiction guidance that the Obama administration is already indicating it may repeal,a decision on whether to regulate perchlorate and a ballast water general permit,agency water chief Benjamin Grumbles told Inside EPA in a recent interview. Grumbles said the water office will "revise and reissue" guidance detailing appropriate measures to determine Clean Water Act (CWA) jurisdiction using the so-called Kennedy test and applying lessons learned and field experience from the past year,"particularly in respect to Traditionally Navigable Waters [(TNWs)] and adjacency."
