Environmentalists have filed a series of lawsuits, petitions and other actions that sources say could drive quick action on climate change measures in the event the incoming Obama administration does not move quickly to broadly address the issue or fails to reach a deal with Congress. Supporters say that some of the measures-such as a petition urging EPA to address greenhouse gas (GHG) emissions from landfills and another measure urging the White House Council on Environmental Quality to require environmental studies to assess climate impacts-could be addressed relatively quickly and discreetly, even if the administration is focused on a broad climate change policy.
