EPA is urging the appellate court that vacated the agency's clean air interstate rule (CAIR) not to grant North Carolina's request for a 12-month deadline for EPA to respond to a possible remand of the rule,warning that the deadline could devalue sulfur dioxide (SO2) credits and lead to an increase in SO2 emissions. The agency in a Nov.17 brief to the U.S.Court of Appeals for the District of Columbia Circuit opposes the court implementing its July 11 ruling in State of North Carolina v.EPA that vacated CAIR.
