The oil industry has won a limited exemption from EPA's oil spill rules for the water by-product of oil extraction,after industry pursued a campaign for a full exemption to ease regulatory burdens for operators of small,marginal wells. EPA will exempt water that is recovered from oil wells from regulation under the so-called spill prevention,control and countermeasure rule as long as the water does not contain oil in quantities that "may be harmful" if it were discharged to water,according to a pre-publication version of the rule that EPA unveiled Nov.20.
