Efforts are brewing to convince President-elect Barack Obama, upon taking office, to reverse Bush administration policies that critics say favored the Defense Department (DOD) in battles with environmental regulators. Specifically, two Democratic senators are pushing the incoming administration to reverse a DOD position that has allowed the military, at least for now, to reject EPA's legal authority at military cleanup sites, while an environmental group backed by government employees plans to launch an effort early next year aimed at overturning a slew of DOD-favored Bush policies on environmental matters. The push-back by Public Employees for Environmental Responsibility (PEER) against DOD positions appears to signal at least some internal disagreement between environmental staff at federal agencies and appointees who made decisions about military environmental issues. "DOD picked some battles in the past few years that were needless in the opinion of many insiders," one military source notes. Another military source says that new political appointees will definitely have a point of view in line with the new administration. "Inevitably there will be a flavor change. We're all expecting it."
