EPA has approved an extension requested by environmentalists, industry, states, and drinking water utilities on the comment period for its proposed rule governing underground storage of carbon dioxide (CO2), as the groups seek to reach agreement on complex issues that they believe will eventually help the agency complete its regulation. The move comes as environmentalists are also considering whether to recommend that EPA base its upcoming drinking water act rule at least in part on Clean Air Act authority -a move that could provide additional legal authority for the regulation and trading of CO2 under a future federal greenhouse gas (GHGs) emissions programs, according to sources with environmental groups. EPA water chief Ben Grumbles Nov. 17 extended the deadline for comments on the proposed version of the rule from Nov. 24 to Dec. 24. "We're committed to finalizing the rule after a thorough and inclusive process. By extending the comment period for 30 days, we can accommodate scientists, stakeholders, and the general public and also stay on track to finalize this important rulemaking by late 2010 or early 2011," Grumbles told Inside EPA.
