EPA's long-awaited rule exempting the cathode ray tubes (CRTs) found in computer monitors and other electronics from waste management requirements when recycled will finalize an export notification and auditing system from the proposed version of the rule, in an effort to prevent so-called "sham" electronics recycling in developing countries, according to an industry source familiar with the rule. The proposed rule generated significant controversy after press reports detailed conditions at CRT recycling facilities in Third World countries, prompting concern that EPA's rule could facilitate improper disposal of used electronics — or sham recycling — in the developing world. But the final version of the rule largely tracks the export control measures EPA created in the proposal, the source says.
