The Defense Department (DOD) and drinking water utilities are criticizing Massachusetts' data used to develop its landmark proposed perchlorate cleanup standard, a move that highlights difficulty EPA is already facing — and other states are likely to encounter — with efforts to develop an enforceable standard for the widespread contaminant. In comments to state officials earlier this month, DOD and the Massachusetts Water Works Association (MWWA) question the state's use of EPA's default practice of assuming that drinking water is the source of 20 percent of human exposure to perchlorate without what they say is adequate data to justify the assumption. DOD says in its May 9 comment letter that although 20 percent "is the EPA default value, no source contribution studies substantiate this drinking water source contribution [estimate]."
