A controversial White House risk assessment guide that would set new analytical requirements for EPA rulemaking and risk efforts is facing a barrage of public criticism, with National Academy of Sciences (NAS) reviewers and others saying it may be inappropriate for some federal agencies because it "targets" EPA. The chair of the NAS panel reviewing the document, John Ahearne, also questioned the need for the document, asking an Office of Management & Budget (OMB) official "what problems OMB is trying to solve" with the bulletin and "if EPA is the target."
