This review of the state of the art on climate change provides an excellent opportunity to reconsider the appropriate role for economic analysis in general and benefit-cost analysis in particular in setting climate change policy. I concur with Professor Bolin's statement that the use of benefit-cost Analysis to set the policy target (regardless of whether that target is speci- fied in terms of aggregate emissions or a concentration level) would be Premature.
