On 20 December 1997 The Economist published the article that forms the focus of this policy forum. It is reprinted below. While the article falls outside the range of papers normally considered in policy for a in this journal it appeared in a publication that is widely read by policy-makers and their immediate advisors, and argues a very particular and quite widely held view as to the how environmental issues should be perceived.
