A key group of state and city finance officials is encouraging governments nationwide to better disclose the risks posed by climate change, an issue that's drawing greater scrutiny from bond-rating companies and investors.The Government Finance Officers Association on Thursday released a set of guidelines aimed at advising governments on how to best evaluate, develop and disclose environmental risks like rising sea levels, wildfires, hurricanes, flooding and droughts.
